1. Ministry of Finance and Local Government and Rural Development consult each other and publish guidelines for the preparation of development budgets of District Assemblies.

2. District Assemblies are required to prepare supplementary Development Budgets to cover funds allocated.

3. District assemblies are also to submit reports on the use of the Funds.

4. Small and medium scale enterprises are to access credits from and repay them back on time for others to also enjoy the facility.

5. Assemblies are to institute programmes to promote community development, improve housing schemes and manage disasters.

6. District Assemblies are to monitor projects and ensure that loans granted to individuals under the common Fund are fully recovered.
